Análisis estratégico de la guerra híbrida en entornos marítimos y fluviales: impactos, tácticas y estrategias

Resumen

Este artículo analiza la guerra híbrida actualmente en los entornos marítimos y fluviales mediante la integración de los marcos de análisis PMESII-PT y DIMEFIL. Se categorizan las actividades cinéticas y no cinéticas presentes en 12 dominios diferentes de guerra híbrida marítima. Se examina el impacto de acciones como el sabotaje de puertos, las sanciones económicas, las adquisiciones de activos estratégicos y la difusión de información falsa, enfatizando la necesidad de sistemas de comunicación seguros, colaboración internacional y medidas de ciberseguridad robustas para contrarrestar estas amenazas. Además, se discute el uso indebido de los sistemas legales y las leyes internacionales, y la necesidad de fortalecer actividades no cinéticas, estrategias diplomáticas, infraestructuras financieras e inversiones tecnológicas para aumentar la resiliencia. Se muestra la importancia de fortificar infraestructuras críticas y proteger rutas comerciales estratégicas, así como tener una respuesta internacional coordinada, ante la naturaleza multifacética de la guerra híbrida.
